BILL NUMBER:S3778 TITLE OF BILL: An act to amend the public authorities law, in relation to tickets purchased for use on the Long Island Rail Road PURPOSE OR GENERAL IDEA OF BILL: To eliminate the cost of mandated surcharges for the cancellation of Long Island Rail Road tickets within six months of their original purchase. SUMMARY OF SPECIFIC PROVISIONS: Section 1205 of the public authorities law is amended by adding subdivision 9; requiring the Metropolitan Transit Authority to reimburse one hundred percent (100%) of the purchase price for unused Long Island Rail Road tickets returned within six months of the date of purchase and prohibiting the assessment of any surcharge or processing fee for the returned ticket. JUSTIFICATION: On December 30, 2010, the Metropolitan Transit Authority (MTA) Board adopted a new refund policy for tickets purchased for the Long Island Rail Road (LIRR). The recently instituted policy invalidates Unused One Way and Round Trip tickets within two weeks of the purchase date. For a full refund, any unused
