BILL NUMBER:S3927 TITLE OF BILL: An act to amend the general municipal law and the education law, in relation to exempting the costs associated with school safety plans from the real property tax levy limit; and providing for the repeal of such provisions upon expiration thereof PURPOSE: This legislation exempts the costs associated with school safety plans from the property tax cap levy limit SUMMARY OF PROVISIONS: Amends paragraph (g) of subdivision 2 of section 3-c of the general municipal law by adding a new subparagraph (i-a) and paragraph (i) of subdivision 2 of section 2023-a of the education law to exempt the costs associated with school safety plans from the property tax cap levy limit. JUSTIFICATION: New York State school districts are required to have district wide safety plans and emergency response plans. Many school districts have comprehensive security systems in place, but many would like to further enhance security in light of recent school tragedies. School districts should not have to make a choice between increased security and school programs. Allowing them the financial latitude they need makes good sense. This legislation would exempt the costs associated with school safety plans from the property tax levy limit.
