BILL NUMBER:S3935 REVISED 5/16/13 TITLE OF BILL: An act to amend the highway law, in relation to designating New York state route 375 from the intersection of New York state route 28 in West Hurley to the intersection of New York state route 212 in Woodstock as the "Levon Helm Memorial Boulevard" PURPOSE OR GENERAL IDEA OF BILL: To honor the life and music of Mark Levon Helm, longtime Woodstock, NY resident and Grammy winning percussionist who achieved fame as the drummer and frequent lead and backing vocalist for The Band. SUMMARY OF SPECIFIC PROVISIONS: Section 1: Amends the Highway Law by adding a new section 344-b which designates the portion of the highway system on New York State Route 375 beginning at the intersection of New York State Route 28 in West Hurley and ending at the intersection of New York State Route 212 in Woodstock as the "Levon Helm Memorial Boulevard". Section 2: Requires the Commissioner of the Department of Transportation to provide for the installation and maintenance of adequate signing of the state highway system as designated pursuant to this act. Section 3: Effective date. JUSTIFICATION: This highway will be designated in recognition of Levon Helm, Grammy winning artist and longtime Woodstock, New York resident. The naming of this highway which runs near Helm's barn where his famous "Midnight Rambles" were held and near "Big Pink," the home where The Band produced their award winning album by the same name, will honor Helm's memory while distinguishing that the Woodstock area had a significant impact on his life. PRIOR LEGISLATIVE HISTORY: New bill. FISCAL IMPLICATIONS: The cost of proper signage along the route which is expected to cost between $3,000 and $4,000. EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the highway law, in relation to designating New York state route 375 from the intersection of New York state route 28 in West Hurley to the intersection of New York state route 212 in Wood stock as the "Levon Helm Memorial Boulevard"
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. The highway law is amended by adding a new section 344-b to read as follows:
S 344-B. PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE "LEVON HELM MEMORIAL BOULEVARD". ALL THAT PORTION OF THE STATE HIGHWAY SYSTEM CONSTITUTING NEW YORK STATE ROUTE 375, BEGINNING AT THE INTER SECTION OF NEW YORK STATE ROUTE 28 IN WEST HURLEY, COUNTY OF ULSTER AND CONTINUING NORTH 2.92 MILES TO ITS INTERSECTION OF NEW YORK STATE ROUTE 212 IN WOODSTOCK, SHALL BE DESIGNATED AND KNOWN AS THE "LEVON HELM MEMO RIAL BOULEVARD".
S 2. The commissioner of transportation shall provide for the instal lation and maintenance of adequate signing of the state highway system as designated pursuant to section one of this act. However, to avoid confusion and to limit any possible disruption of commerce, the desig nation called for pursuant to section one of this act shall be one of ceremonial nature and the official name of such highway shall not be changed as a result of this act.
