  printed to be committed to the Committee on Investigations and Govern-
  ment Operations

AN ACT to amend the legislative law, in relation to creating a  cost  of
  living  adjustment  to  be  applied  to the salaries of members of the
  legislature

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section 5-a of the legislative law is amended by adding a
new subdivision 4 to read as follows:
  4. NOTWITHSTANDING ANY OTHER PROVISIONS OF THIS  SECTION,  AS  OF  THE
FIRST  WEDNESDAY  IN  JANUARY OF THE YEAR TWO THOUSAND SIXTEEN AND EVERY
SECOND YEAR THEREAFTER,  SUCH  BASE  ALLOWANCE  SHALL  BE  INCREASED  OR
DECREASED  AT  THE  SAME  RATE  AS  INCREASES OR DECREASES IN THE MEDIAN
HOUSEHOLD INCOME FOR THE STATE FOR THE PRECEDING  TWO  YEAR  PERIOD,  AS
ASCERTAINED BY THE GOVERNOR.
  S 2. This act shall take effect immediately.

AN  ACT  to amend the legislative law, in relation to creating a cost of
  living adjustment to be applied to the  salaries  of  members  of  the
  legislature

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
