Requires fire and library district budget votes to occur on the same day as the school district election.
TITLE OF BILL: An act to amend the education law and the town law, in relation to requiring library and fire district budget proposal elections to occur on the same day as the school district budget vote; and to repeal certain provisions of the town law relating thereto
PURPOSE OR GENERAL IDEA OF BILL: This bill would require that fire and library budget proposal votes for a municipality be held on the same day as the school budget vote in that municipality.
SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends section 259 of the education law to state that the budget proposal votes for registered public and free association libraries be held on the same day as the school district budget vote in that municipality.
Section 2 amends section 105 of the town law to read that the board of commissioners for each fire district shall submit their fire district budgets on or before the twentieth day in April and that it be presented to the voters on the same day as the school district budget vote in that municipality.
Section 3 repeals section 109 of the town law.
Section 4 changes subdivision 3 of section 181 of the town law to reflect the changes made to section 105 of the town law.
Section 5 states allows for the state board of elections to promulgate rules and regulations for the implementation of voting for the library and fire district budget proposal on the same day as the school district budget vote for each municipality.
JUSTIFICATION: This bill will allow for the convenience of the electors of a municipality to vote on the school, fire and library budget proposals on the same day. This may increase turnout for budget votes if residents are able to easily keep track of what day all three will be held, as opposed to having three separate votes spread out during the year.
