BILL NUMBER:S4076 TITLE OF BILL: An act to amend the social services law, in relation to establishing the YES annex youth organization pilot program in Brooklyn, Syracuse and Buffalo PURPOSE: The purpose of this bill is to create the YES youth organiza- tion pilot program that will allow multiple youth organizations to work cooperatively to offer services to young people. SUMMARY OF PROVISIONS: The social services law is amended to add a new section 410-n that will create the YES Youth Organization Pilot Program. Section 1 directs the Commissioner of Social Services to establish the pilot program to disburse grants to youth organizations that wish to work cooperatively to meet the needs of young people. Such needs may include sports, counseling, S.A.T. Preparation, life skills, health and fitness instruction and other services Section 2 Requires the Commissioner to establish criteria and a schedule to accept proposals for grant awards. Section 3 Requires the Commissioner to review the proposals and award and disburse three awards of $100,000 each to one group from Brooklyn, Syracuse and Buffalo Section 4 Requires that each of the three groups that are selected shall

SAMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Children and Families AN ACT to amend the social services law, in relation to establishing the YES annex youth organization pilot program in Brooklyn, Syracuse and Buffalo THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Short title. This act shall be known and may be cited as the "YES annex youth organization pilot program". S 2. The social services law is amended by adding a new section 410-n to read as follow: S 410-N. YES ANNEX YOUTH ORGANIZATION PILOT PROGRAM. 1. THE COMMIS- SIONER SHALL ESTABLISH A PILOT PROGRAM FOR THE PURPOSE OF DISBURSING GRANTS TO YOUTH ORGANIZATIONS SEEKING TO UTILIZE LATERAL SYNERGIES AND WORK COOPERATIVELY TO MEET THE NEEDS OF TODAY'S YOUTH. UNDER THIS PILOT PROGRAM MULTIPLE YOUTH SERVICE ORGANIZATIONS WILL BE EMPOWERED TO JOIN TOGETHER UNDER ONE UMBRELLA AND CREATE A ONE-STOP-SHOP TO PROVIDE SERVICES AND ACTIVITIES TO CHILDREN INCLUDING, BUT NOT LIMITED TO TUTOR- ING AND MENTORING PROGRAMS, COUNSELING, SPORTS AND RECREATIONAL ACTIV- ITIES, CAREER COUNSELING, S.A.T. PREPARATION, LIFE SKILLS CLASSES AND HEALTH AND FITNESS INSTRUCTION. 2. THE COMMISSIONER SHALL ESTABLISH CRITERIA AND SET A SCHEDULE FOR ACCEPTING PROPOSALS FOR GRANT AWARDS FROM INTERESTED YOUTH ORGANIZATION GROUPS WITHIN ELIGIBLE COMMUNITIES. 3. THE COMMISSIONER UPON REVIEW OF PROPOSALS SHALL AWARD AND DISBURSE THREE GRANTS, IN THE SUM OF ONE HUNDRED THOUSAND DOLLARS TO ONE GROUP SELECTED FROM EACH OF THE FOLLOWING HIGH RISK ELIGIBLE COMMUNITIES: ONE FROM THE BOROUGH OF BROOKLYN IN THE CITY OF NEW YORK, ONE IN THE CITY OF SYRACUSE AND ONE IN THE CITY OF BUFFALO. 4. SELECTED GRANT RECIPIENTS SHALL SUBMIT A REPORT, IN ACCORDANCE WITH CRITERIA ESTABLISHED BY THE COMMISSIONER, TO THE COMMISSIONER AND THE EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
