BILL NUMBER:S4151 TITLE OF BILL: An act to amend the environmental conservation law, in relation to the periodic preparation of a state deer management plan by the department of environmental conservation PURPOSE: Requires from time to time a periodic preparation of a state deer management plan by the Department of Environmental Conservation. SUMMARY OF PROVISIONS: Section 11-0305 of the Environmental Conservation Law is amended by adding a new subdivision 19 relating to the periodic preparation of a state deer management plan for the white-tailed deer (Odocoileus virginianus) by the Department of Environmental Conservation. JUSTIFICATION: The New York State Department of Environmental Conservation adopted a management plan for white-tailed deer in New York State in 2011 that establishes goals for deer management and evaluates methods for controlling abundant deer populations, including hunting and fertility

THIELE -- read once and referred to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to the periodic preparation of a state deer management plan by the department of environmental conservation THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 11-0305 of the environmental conservation law is amended by adding a new subdivision 19 to read as follows: 19. TO PREPARE OR CAUSE TO BE PREPARED FROM TIME TO TIME A STATE DEER MANAGEMENT PLAN FOR THE WHITE-TAILED DEER (ODOCOILEUS VIRGINIANUS). SAID PLAN SHALL ESTABLISH GOALS FOR DEER MANAGEMENT AND SHALL EVALUATE METHODS FOR POPULATION CONTROL, INCLUDING HUNTING REGULATIONS AND FERTILITY CONTROL. S 2.
