BILL NUMBER:S4207 TITLE OF BILL: An act to amend the public housing law, in relation to restrictions on the lease or sale of real property owned by the New York city housing authority PURPOSE OR GENERAL IDEA OF BILL: The New York City Housing Authority is contemplating selling, leasing or transferring land designated for public housing to private developers as a means of providing additional revenue for Public housing. This bill would provide for limits on such sales, leases or transfers of public housing property that are designated for recreational purposes. SUMMARY OF SPECIFIC PROVISIONS: This bill would add a new section 402-c to the public housing law to restrict the sale, lease or transfer of public housing recreational space, including but not limited to playgrounds, basketball courts, baseball fields and facilities used for recreational purposes maintained by the New York City Housing Authority. JUSTIFICATION: Recreational areas are essential to living in an urban environment. While certain areas of land designated for public housing purposes, such as parking lots may be sold, leased or transferred for the purpose of providing new revenue for public housing purposes, land designated for recreational purposes should be restricted to protect the vital function they provide to residents of public housing.

ESPAILLAT -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to amend the public housing law, in relation to restrictions on the lease or sale of real property owned by the New York city housing authority THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public housing law is amended by adding a new section 402-c to read as follows: S 402-C. CONVEYANCE OF PUBLIC HOUSING LANDS; RESTRICTIONS. THE NEW YORK CITY HOUSING AUTHORITY SHALL BE PROHIBITED FROM SELLING, LEASING OR TRANSFERRING ANY RECREATIONAL SPACE, INCLUDING BUT NOT LIMITED TO PLAY- GROUNDS, BASKETBALL COURTS, BASEBALL FIELDS, AND FACILITIES FOR RECRE- ATIONAL USE, AS USED AND MAINTAINED BY THE NEW YORK CITY HOUSING AUTHOR- ITY FOR PUBLIC HOUSING.
