AN ACT relating to the transfer  and  conveyance  of  certain  lands  to
  Joseph's Home, Inc.

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Subject to the provisions of this act  but  notwithstanding
any  other provision of law to the contrary, the commissioner of general
services, upon the consent of the  commissioner  of  mental  health,  is
hereby authorized and empowered to transfer and convey to Joseph's Home,
Inc., a not-for-profit corporation organized and existing under the laws
of  the  state  of  New  York, certain unused state land consisting of a
portion of the Rockland Psychiatric Center under the jurisdiction of the
office of mental health, in consideration of one dollar  and  upon  such
other  terms  and conditions as the commissioner of general services may
deem proper.
  S 2. The land authorized to be transferred and  conveyed  pursuant  to
this act is a portion of the Rockland Psychiatric Center and is general-
ly described as follows:
  Beginning  at a point on the northerly road boundary of Old Orangeburg
road at its point of intersection with the  division  line  between  the
lands  of  the  people of the state of New York New York state office of
mental health Rockland Psychiatric Center on the west and the lands  now
or  formerly  of  Joseph's  Home,  Inc.  as  described in instrument No.
1999-00048877 on the east and runs thence from said point  of  beginning
along  said northerly road boundary of Old Orangeburg road south 84 deg.
45 min. 34 sec. west 120.28 feet to a point;  thence  through  the  said
lands  of  the  people of the state of New York New York state office of
mental health Rockland Psychiatric Center the following seven (7) cours-
es: 1) north 06 deg. 15 min. 04 sec. west 47.02  feet  to  a  point;  2)
north  10  deg.  02 min. 11 sec. west 56.20 feet to a point; 3) north 11

deg. 09 min. 59 sec. west 69.14 feet to a point; 4)  north  01  deg.  24
min.  45  sec.  west  58.27 feet to a point; 5) north 04 deg. 13 min. 29
sec. east 102.20 feet to a point; 6) north 51 deg. 59 min. 58 sec.  east
53.73  feet to a point; and 7) north 86 deg. 37 min. 02 sec. east 178.15
feet to a point on the division line  between  the  said  lands  of  the
people  of  the state of New York New York state office of mental health
Rockland Psychiatric Center on the  west  and  the  said  lands  now  or
formerly  of  Joseph's  Home,  Inc. on the east; thence south 12 deg. 09
min. 57 sec. west along the last mentioned division line 371.02 feet  to
the  point  or  place of beginning and containing 63,643± square feet or
1.461 acres of land, more or less.
  S 3. The description in section two of this act of  the  lands  to  be
transferred  and conveyed is not intended to be a legal description, but
is intended only to identify the premises to be conveyed. As a condition
of purchase, Joseph's Home, Inc. shall submit  to  the  commissioner  of
general  services for approval an accurate survey and description of the
lands generally described in section two of this act, which may be  used
in the conveyance thereof.
  S 4. The commissioner of general services shall not transfer or convey
the  aforesaid  land  unless application is made by Joseph's Home, Inc.,
within one year after the effective date of this act.
  S 5. Any lands transferred and conveyed pursuant to this act shall  be
used exclusively for the purposes of supportive and transitional housing
for  homeless  and disabled individuals, and other community services to
prevent homelessness. Upon termination of such use, title to  the  lands
so transferred shall revert to the state of New York.
  S 6. This act shall take effect immediately.
