BILL NUMBER:S432 TITLE OF BILL: An act to amend the public authorities law, in relation to providing for the financing and interior restoration of capital facilities for a certain not-for-profit corporation PURPOSE OF THE BILL: To enable the Nightingale-Bamford School to enter into contracts through the Dormitory Authority in order to refinance certain loans and finance certain capital expenditures relating to restoration work to the interior of the school buildings. SUMMARY OF SPECIFIC PROVISIONS: Section 1 Amends paragraph (b) of subdivision 2 of section 1676 of the public authorities law by adding a new undesignated subparagraph including the Nightingale-Bamford School in the list of entities deemed to be a "dormitory". Section 2 amends subdivision 1 of section 1680 of the public authorities law by adding a new undesignated paragraph including the Nightingale-Bamford School in the list of entities deemed to be an "educational institution." JUSTIFICATION: Founded in 1920, the Nightingale-Bamford School is an independent school for girls serving students in K-12. The school embraces rigorous academics as well as the arts and athletics, leadership opportunities, and community service. The Nightingale-Bamford School is committed to diversity in an educational environment of responsibility, mutual respect, and empathy. Currently, twenty-three percent of students receive scholarship grants to attend the Nightingale Bamford School. The School seeks authorization to meet its financing and refinancing needs through the Dormitory Authority of the State of New York (DASNY). In addition to refinancing existing obligations, this bill will provide The Nightingale-Bamford School with the ability to undertake needed interior renovations its buildings. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the public authorities law, in relation to providing for the financing and interior restoration of capital facilities for a certain not-for-profit corporation THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. Paragraph (b) of subdivision 2 of section 1676 of the public authorities law is amended by adding a new undesignated paragraph to read as follows:
THE NIGHTINGALE-BAMFORD SCHOOL.
S 2. Subdivision 1 of section 1680 of the public authorities law is amended by adding a new undesignated paragraph to read as follows:
THE NIGHTINGALE-BAMFORD SCHOOL.
S 3. Any contracts entered into by the dormitory authority pursuant to this act shall be deemed state contracts within the meaning of that term as set forth in article 15-A of the executive law, and the authority shall be deemed, for the purposes of this act, a contracting agency as that term is used in article 15-A of the executive law.
