BILL NUMBER:S4351 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to permitting a three year registration period for motor vehicles leased for such three year period PURPOSE: This legislation would authorize the commissioner of motor vehicles to promulgate regulations allowing 3 year motor vehicle registration. SUMMARY OF PROVISIONS: Amends subdivision 5 of section 401 of the vehicle and traffic law, by adding a new subparagraph d, to establish a three year motor vehicle registration period for motor vehicles that are leased for a three year period. JUSTIFICATION: This legislation would allow the owners of vehicles leased for a three year period to apply for a three year registration by demonstrating their lease to the Department of Motor Vehicles. Currently, the New York State Department of Motor Vehicles does not permit an individual to obtain a three year registration for vehicles that are leased for that length of time. OPPENHEIMER, SAMPSON -- read twice and ordered printed, and when printed to be committed to the Committee on Trans- portation AN ACT to amend the vehicle and traffic law, in relation to permitting a three year registration period for motor vehicles leased for such three year period THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 5 of section 401 of the vehicle and traffic law is amended by adding a new paragraph d to read as follows: D. THE COMMISSIONER SHALL PROMULGATE RULES AND REGULATIONS TO ESTAB- LISH A THREE YEAR MOTOR VEHICLE REGISTRATION PERIOD FOR MOTOR VEHICLES THAT ARE LEASED FOR A THREE YEAR PERIOD WHERE THE LESSEE CAN DEMONSTRATE SUCH THREE YEAR LEASE TO THE DEPARTMENT UPON APPLICATION FOR THE REGIS- TRATION. THE COMMISSIONER MAY SET THE THREE YEAR REGISTRATION FEE AT A LEVEL THAT PROPORTIONALLY INCREASES THE CURRENT REGISTRATION FEE IN EFFECT. S 2. This act shall take effect immediately.
