Directs a study of the incidence of autism spectrum disorders in New York and an evaluation of state and local programs for persons diagnosed with autism spectrum disorders.
TITLE OF BILL: An act directing a study to evaluate the incidence of autism spectrum disorders in New York; and providing for the repeal of such provisions upon expiration thereof
PURPOSE OR GENERAL IDEA OF BILL: Directs a study of the incidence of autism spectrum disorders in New York State.
SUMMARY OF SPECIFIC PROVISIONS: Section 1- Directs the NYS Department of Health, the NYS Office of Mental Retardation and Development Disabilities, the NYS Commission on Quality Care and Advocacy for Persons with Disabilities and the NYS Education Department to work collaboratively with local entities to conduct a study of incidences of autism spectrum disorders in New York. Section 2- Instructs the Department of Health to prepare a report after one year evaluating the findings of this study will include but not be limited to: an assessment of the rising incidence of autism spectrum disorders, an assessment and proposals for improving options for those person diagnosed with autism spectrum disorders, and an assessment of successful local or statewide programs that study or treat autism spectrum disorders. JUSTIFICATION: The incidences of diagnosed autism spectrum disorders in young children have sky-rocketed throughout New York state in the last ten years. Parents, educational workers and health care professionals are at a loss as to the causes or reason for this increase and how to help those children affected by these diseases. This bill would instruct local and statewide agencies to develop a study to track the incidences of autism spectrum disorders throughout the state; what treatments and programs are working, steps to help with early detection, support for parents and teachers and health care professionals caring for children with these disorders. This bill is designed to give New Yorkers a statewide look at the incidences of autism spectrum disorders and hopefully how to treat them effectively.

This act shall take effect on the ninetieth day after it shall have become a law, and shall expire and be deemed repealed one year after such effective date.

FLANAGAN -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT directing a study to evaluate the incidence of autism spectrum disorders in New York; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The department of health, in conjunction with the office of mental health, the office for people with developmental disabilities, the commission on quality care and advocacy for persons with disabili- ties and the state education department shall collaboratively with local entities engage in a study of the incidences of autism spectrum disor- ders in New York state. Such study shall include recent clinical obser- vations in children diagnosed with autism spectrum disorders, environ- mental factors associated with autism spectrum disorders, the number of children currently receiving services, educational records of affected students and any other topic related to autism spectrum disorders which are deemed relevant. S 2. Not later than one year after the effective date of this act, the department of health shall prepare a report setting forth and evaluating the findings of the study. Such report shall include, but need not be limited to: 1. an assessment of the extent of the rising incidence of autism spec- trum disorders; 2. an assessment and suggestion for improving available options for persons diagnosed with autism spectrum disorders; and 3. an assessment of the success of any local or statewide programs which are engaged in the study and/or treatment of autism spectrum disorders. S 3.
