TITLE OF BILL: An act to amend the highway law, in relation to adding the Mountain Cloves scenic byway into the state scenic byways system

PURPOSE:

To add various state, county, and local roads in the Town of Hunter in Greene County to the New York State Scenic Byway System, and to designate such roads the "Mountain Cloves Scenic Byway."

SUMMARY OF PROVISIONS:

Adds new paragraph j-12 to subdivision 1 of Section 349-dd of the Highway Law, including the Mountain Cloves Scenic Byway as a component of the New York State Scenic Byways System.

JUSTIFICATION:

On October 17, 2012 the NYS Scenic Byways Advisory Board recommended the designation of the "Mountain Cloves Scenic Byway" as a New York State Scenic Byway.

The proposed 41-mile corridor includes portions of several state, county, and local roads that are currently designated as Scenic Byways under paragraph (k) of subdivision 1 of Section 349-dd of the Highway Law. This proposal would link all the existing scenic road sections with additional sections to create one continuous scenic byway.

Many benefits accrue to communities through which scenic byways pass, including: increased economic benefits through tourism; improved traveler and community services; more careful stewardship of the byway corridor; and potential federal grants to develop the scenic byway.

TKACZYK -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the highway law, in relation to adding the Mountain Cloves scenic byway into the state scenic byways system THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 1 of section 349-dd of the highway law is amended by adding a new paragraph (j-12) to read as follows: (J-12) MOUNTAIN CLOVES SCENIC BYWAY WHICH SHALL CONSIST OF ALL THAT PORTION OF THE STATE HIGHWAY SYSTEM KNOWN AS STATE ROUTE TWENTY-THREE-A IN THE TOWN OF HUNTER, GREENE COUNTY, BEGINNING AT THE BOUNDARY BETWEEN THE TOWN OF JEWETT AND THE TOWN OF HUNTER, CONTINUING EASTERLY TO THE EASTERN BOUNDARY OF THE TOWN OF HUNTER AND THE TOWN OF CATSKILL; AND ALL THAT PORTION OF THE STATE HIGHWAY SYSTEM KNOWN AS STATE ROUTE TWO HUNDRED FOURTEEN IN THE TOWN OF HUNTER, GREENE COUNTY, BEGINNING AT THE BOUNDARY OF THE TOWN OF HUNTER AND THE TOWN OF SHANDAKEN, CONTINUING NORTHERLY TO ITS TERMINUS AT STATE ROUTE TWENTY-THREE-A; AND ALL THAT PORTION OF THE LOCAL HIGHWAY SYSTEM KNOWN AS COUNTY ROUTE EIGHTEEN IN THE TOWN OF HUNTER, GREENE COUNTY, BEGINNING AT THE INTERSECTION OF COUNTY ROUTE EIGHTEEN AND STATE ROUTE TWENTY-THREE-A, CONTINUING EASTER- LY TO ITS TERMINUS AT THE NYSDEC NORTH-SOUTH LAKE CAMPGROUNDS; AND ALL THAT PORTION OF THE LOCAL HIGHWAY SYSTEM KNOWN AS COUNTY ROUTE SIXTEEN BEGINNING AT THE INTERSECTION OF COUNTY ROUTE SIXTEEN AND STATE ROUTE TWENTY-THREE-A AND CONTINUING SOUTHEASTERLY ON COUNTY ROUTE SIXTEEN AND CONTINUING ON PLATTE CLOVE ROAD UNTIL THE EASTERN BOUNDARY OF THE TOWN OF HUNTER, GREENE COUNTY AND THE TOWN OF SAUGERTIES, ULSTER COUNTY; AND ALL THAT PORTION OF THE LOCAL HIGHWAY SYSTEM KNOWN AS COUNTY ROUTE TWEN- TY-FIVE IN THE TOWN OF HUNTER, GREENE COUNTY, BEGINNING AT THE INTER- SECTION OF COUNTY ROUTE TWENTY-FIVE AND STATE ROUTE TWENTY-THREE-A, CONTINUING NORTHERLY TO ITS TERMINUS AT COUNTY ROUTE TWENTY-THREE-C; AND ALL THAT PORTION OF THE LOCAL HIGHWAY SYSTEM KNOWN AS COUNTY ROUTE TWEN-
TY-THREE-C IN THE TOWN OF HUNTER, GREENE COUNTY, BEGINNING AT THE INTER- SECTION WITH COUNTY ROUTE TWENTY-FIVE AND CONTINUING SOUTHERLY TO ITS TERMINUS AT STATE ROUTE TWENTY-THREE-A. S 2. This act shall take effect immediately.
