BILL NUMBER:S4466A TITLE OF BILL: An act to amend the mental hygiene law, in relation to defining the scope of responsibilities of the office of alcoholism and substance abuse services regarding recovery services for veterans PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill would require OASAS to collaborate with the Division of Veteran Affairs and the Office of Mental Health to ensure that specialized addiction and mental health services are available to New York State's Veterans. SUMMARY OF SPECIFIC PROVISIONS: This legislation defines the scope of responsibilities of the office of alcoholism and substance abuse services regarding recovery services for veterans. JUSTIFICATION: Through their service, many military personnel were exposed to or have experienced trauma, placing many of them in high risk categories for triggering underlying conditions, such as Post Traumatic Stress Disorder (PTSD), substance abuse or other mental health conditions. According to the Mental Health Association of NYC (MHA-NYC), veterans are twice as likely as the general population to suffer from post-traumatic stress disorder, depression or substance abuse. In New York, programs which are certified by the Office of Alcoholism and Substance Abuse Services treated nearly 14,000 veterans for alcohol or substance abuse in the past year, but, the Substance Abuse and Mental Health Services Administration (SAMHSA) reported that approximately 75,000 New York veterans suffer from alcoholism or chemical dependence. PRIOR LEGISLATIVE HISTORY: New Bill. FISCAL IMPLICATIONS: Undetermined. EFFECTIVE DATE: This act shall take effect on the one hundred eightieth day after is shall have become a law, with provisions.

AN ACT to amend the mental hygiene law, in relation to defining the scope of responsibilities of the office of alcoholism and substance abuse services regarding recovery services for veterans THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1.
Section 19.07 of the mental hygiene law is amended by adding a new subdivision (i) to read as follows:
(I) THE OFFICE OF ALCOHOLISM AND SUBSTANCE ABUSE SERVICES SHALL PERI ODICALLY, IN CONSULTATION WITH THE STATE DIRECTOR OF VETERANS' AFFAIRS:
(1) REVIEW THE PROGRAMS OPERATED BY THE OFFICE TO ENSURE THAT THE NEEDS OF THE STATE'S VETERANS WHO SERVED IN THE U.S. ARMED FORCES AND WHO ARE RECOVERING FROM ALCOHOL AND/OR SUBSTANCE ABUSE ARE BEING MET AND TO DEVELOP IMPROVEMENTS TO PROGRAMS TO MEET SUCH NEEDS; AND (2) IN COLLAB ORATION WITH THE STATE DIRECTOR OF VETERANS' AFFAIRS AND THE COMMISSION ER OF THE OFFICE OF MENTAL HEALTH, REVIEW AND MAKE RECOMMENDATIONS TO IMPROVE PROGRAMS THAT PROVIDE TREATMENT, REHABILITATION, RELAPSE PREVENTION, AND RECOVERY SERVICES TO VETERANS WHO HAVE SERVED IN A COMBAT THEATRE OR COMBAT ZONE OF OPERATIONS AND HAVE A CO-OCCURRING MENTAL HEALTH AND ALCOHOLISM OR SUBSTANCE ABUSE DISORDER.
S 2. This act shall take effect on the one hundred eightieth day after it shall have become a law; provided, however, that effective immediate ly, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized and directed to be made and completed on or before such effective date.
