AN ACT to amend the education law, in  relation  to  certain  candidates
  seeking an initial teaching certificate

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Section 3004 of the education law is amended  by  adding  a
new subdivision 7 to read as follows:
  7.  NOTWITHSTANDING  ANY  LAW, RULE OR REGULATION TO THE CONTRARY, AND
FOR CANDIDATES SEEKING AN INITIAL TEACHING CERTIFICATE ON OR  AFTER  MAY
FIRST,  TWO  THOUSAND  FOURTEEN,  BUT  PRIOR  TO MAY FIRST, TWO THOUSAND
SEVENTEEN, THE COMMISSIONER IS AUTHORIZED AND  DIRECTED  TO  DEVELOP  AT
LEAST  ONE  ALTERNATIVE  PATHWAY TO INITIAL CERTIFICATION FOR CANDIDATES
THAT FAIL TO ATTAIN A PASSING SCORE ON THE TEACHER  PERFORMANCE  ASSESS-
MENT  (EDTPA),  ACADEMIC  LITERACY  SKILLS TEST (ALST), OR EDUCATING ALL
STUDENTS (EAS) EXAM. SUCH PATHWAY MAY INCLUDE, BUT NOT  BE  LIMITED  TO,
THE SUCCESSFUL COMPLETION OF ADDITIONAL COURSEWORK, AN ALTERNATIVE EXAM,
A  CONDITIONAL CERTIFICATE CONTINGENT ON THE CANDIDATE SIGNING AN AGREE-
MENT TO COMPLETE ADDITIONAL REQUIREMENTS AS SPECIFIED BY THE COMMISSION-
ER, OR ANY COMBINATION THEREOF.   THE COMMISSIONER  SHALL  DEVELOP  SUCH
PATHWAY  OR  PATHWAYS  WITHIN  SIXTY  DAYS OF THE EFFECTIVE DATE OF THIS
SUBDIVISION.
  S 2. This act shall take effect immediately and  shall  be  deemed  to
have  been  in  full force and effect on and after May 1, 2014, provided
that the commissioner of education is authorized to promulgate emergency
regulations necessary for the implementation of this act.

  and when printed to be committed to  the  Committee  on  Education  --
  recommitted  to  the  Committee on Higher Education in accordance with
  Senate Rule 6, sec. 8 -- committee discharged, bill  amended,  ordered
  reprinted as amended and recommitted to said committee

AN  ACT  to  amend  the education law, in relation to certain candidates
  seeking an initial teaching certificate

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  3004 of the education law is amended by adding a
