TITLE OF BILL:
An act
to amend the vehicle and traffic law and the administrative code of the
city of New York, in relation to increasing the number of traffic
control signal photo violation monitoring devices

PURPOSE OR GENERAL IDEA OF BILL:
The purpose of the bill is to increase the number of "red-light"
cameras in operation in the City of New York to 225.

SUMMARY OF PROVISIONS:
Section 1 of the bill amends paragraph 1 of subdivision (a) of section
1111-a of the vehicle and traffic law, as amended by chapter 18 of
the laws of 2009, to increase the number of "traffic-control signal
photo violation monitoring devices" in operation from one hundred
fifty intersections to two hundred twenty five intersections.

Section 2 of the bill amends paragraph 1 of subdivision (a) of section
19-210 of the administrative code of the city of New York, as amended
by chapter 18 of the laws of 2009, to increase the number of
"traffic-control signal photo violation-monitoring devices" in
operation from one hundred fifty intersections to three hundred
intersections.

Section 3 sets an immediate effective date, except that it does not
affect the repeal of section 1111-a of the vehicle and traffic law
and shall not effect the expiration of section 19-210 of the
administrative code of the city of New York.

JUSTIFICATION:
Red light cameras were designed reduce major safety
problems at inter-sections. It is estimated that more than 100,000
crashes and approximately 1,000 deaths per year in the United States
occur at intersections. "Red Light Camera" programs have proven to be
effective in addressing the problem of drivers speeding through
intersections to "beat" a red light.

Increasing the number of cameras will save lives as well as law
enforcement resources. For these reasons, the program should be
expanded in the City to the total of 225 cameras.

EFFECTIVE DATE:
This act shall take effect immediately, provided, however, that the
amendments to paragraph 1 of subdivision (a) of section 1111-a of the
vehicle and traffic law made by section one of this act shall not
affect the repeal of such section and shall be deemed repealed
therewith; and provided, further, that the amendments to paragraph 1
of subdivision (a) of section 19210 of the administrative code of the


city of New York made by section two of this act shall not affect the
expiration of such section and shall be deemed to expire therewith

 AN  ACT to amend the vehicle and traffic law and the administrative code
 of the city of New York, in relation to increasing the number of traf
 fic control signal photo violation monitoring devices
 THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM
 BLY, DO ENACT AS FOLLOWS:

 

Section  1.  Paragraph  1  of subdivision (a) of section 1111-a of the
 vehicle and traffic law, as amended by chapter 18 of the laws  of  2009,
 is amended to read as follows:

 1.  Notwithstanding any other provision of law, each city with a popu
 lation of one million or more is  hereby  authorized  and  empowered  to
 adopt  and  amend  a local law or ordinance establishing a demonstration
 program imposing monetary liability on the owner of a vehicle for  fail
 ure of an operator thereof to comply with traffic-control indications in
 such city in accordance with the provisions of this section. Such demon
 stration  program  shall  empower a city to install and operate traffic
 control signal photo violation-monitoring devices at no more than  [one]
 TWO  hundred  [fifty]  TWENTY-FIVE intersections within such city at any
 one time.
 

S 2. Paragraph 1 of subdivision (a) of section 19-210 of the  adminis
 trative  code  of  the city of New York, as amended by chapter 18 of the
 laws of 2009, is amended to read as follows:

 1. Notwithstanding any other provision of law, the parking  violations
 bureau  is  hereby authorized and empowered to establish a demonstration
 program imposing monetary liability on the owner of a vehicle for  fail

 ure of an operator thereof to comply with traffic-control indications in
 accordance with the provisions of this section. The department of trans
 portation,  for  purposes  of  implementation  of such program, shall be
 authorized  to  install  and operate traffic-control signal photo viola
 tion-monitoring devices at no more than [one] TWO hundred [fifty]  TWEN
 TY-FIVE intersections at any one time.
 

S  3.  This act shall take effect immediately, provided, however, that
 the amendments to paragraph 1 of subdivision (a) of  section  1111-a  of
 the  vehicle  and  traffic law made by section one of this act shall not
 affect the repeal of such section and shall be  deemed  repealed  there
 with;  and  provided,  further,  that  the  amendments to paragraph 1 of
 subdivision (a) of section 19-210 of the administrative code of the city
 of New York made by section two of this act shall not affect the expira
 tion of such section and shall be deemed to expire therewith.
