BILL NUMBER:S4676 TITLE OF BILL: An act to remove from the Albert Wisner memorial public library service area that portion of the town of Chester, in the county of Orange, which is located within such district PURPOSE: This bill removes that portion of the Town of Chester that is currently located in the Albert Wisner Memorial Public Library District. That portion of the Town of Chester would still remain in the Town of Chester Public Library. SUMMARY OF PROVISIONS: Section 1: This bill removes that portion of the Town of Chester that is currently in the Albert Wisner Memorial Public Library District. The boundaries for the Albeit Wisner Memorial Public Library District are currently the same boundaries as the Warwick Valley Central School District which includes a portion of the Town of Chester. Under this bill, properties located roughly in the hamlet of Sugar Loaf would no longer pay taxes to support the Albert Wisner Library and would no longer be in its service area. Residents of Sugar Loaf would still remain in the boundaries of the Town of Chester municipal library, pay real property taxes to support such library, and obtain their library services from that library district. EXISTING LAW: See above. JUSTIFICATION: Under current law, the residents of the hamlet of Sugar Loaf (in the Town of Chester) pay library taxes to support both the Town of Chester municipal library and the Albert Wisner Library. This bill would end the double taxation issue for those residents that are now obligated to support two different libraries.
