  referred to the Committee on Transportation

AN ACT to amend the vehicle and traffic law,  in  relation  to  allowing
  vehicles containing three or more passengers to utilize the high occu-
  pancy vehicle lane on the Staten Island expressway

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. Article 12 of the vehicle and traffic  law  is  amended  by
adding a new section 397-c to read as follows:
  S  397-C. UTILIZATION OF THE HIGH OCCUPANCY VEHICLE LANE ON THE STATEN
ISLAND EXPRESSWAY. THE DEPARTMENT OF TRANSPORTATION SHALL ALLOW VEHICLES
CONTAINING THREE OR MORE PASSENGERS GOING EITHER  NORTHBOUND  OR  SOUTH-
BOUND  ON  INTERSTATE  TWO  HUNDRED  SEVENTY-EIGHT THROUGH THE COUNTY OF
RICHMOND, FOR THOSE PORTIONS OF SUCH  INTERSTATE  KNOWN  AS  THE  STATEN
ISLAND  EXPRESSWAY  AND  CONTAINING  A  HIGH  OCCUPANCY VEHICLE LANE, TO
UTILIZE SUCH LANE TWENTY-FOUR HOURS PER DAY, SEVEN DAYS  PER  WEEK.  THE
DEPARTMENT  SHALL  OPEN AND MAINTAIN SUCH LANE DURING THE TIME SPECIFIED
HEREIN, EXCEPTING ONLY FOR NECESSARY ROAD WORK AND REPAIRS.
  S 2. This act shall take effect immediately.

AN ACT to amend the vehicle and traffic law,  in  relation  to  allowing
