BILL NUMBER:S4980 TITLE OF BILL: An act to amend the environmental conservation law, in relation to authorizing hunting in the county of Wayne; and providing for the repeal of such provisions upon expiration thereof PURPOSE OR GENERAL IDEA OF BILL: This bill would allow the hunting of big game through the use of a rifle in all of Wayne County. SUMMARY OF PROVISIONS: Paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law is amended by adding a new item (k) to include the county of Wayne. JUSTIFICATION: Wayne County, by Resolution No. 258-2013, has requested to be added to the list of counties where sportsmen and women are able to hunt big game with rifles. Since 2005, several counties in the Finger Lakes Region, Central New York and the Southern Tier have been allowed to permit hunting of big game with rifles. There have been very few reported adverse incidents or problems. Given the rural nature of Wayne County and the safety record of hunters in the counties where rifle hunting has been permitted, it would be reasonable to now permit rifle hunters in Wayne County the same opportunities. NOZZOLIO -- read twice and ordered printed, and when printed to be committed to the Committee on Environmental Conservation AN ACT to amend the environmental conservation law, in relation to authorizing hunting in the county of Wayne; and providing for the repeal of such provisions upon expiration thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law is amended by adding a new item (k) to read as follows: (K) THE COUNTY OF DEER, THE FIRST PISTOL, SHOTGUN, WAYNE SATURDAY AFTER NOVEMBER MUZZLE LOADING 15 THROUGH FIRST SUNDAY FIREARM, RIFLE AFTER DECEMBER 7 OR LONG BOW ONLY S 2. Item (f) of paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law, as amended by section 1 of chapter 323 of the laws of 2011, is amended to read as follows: (f) Southern tier, Deer, first Pistol, shotgun, central and Western Monday after muzzle loading region, except those November 15 firearm or counties or portions through first long bow only thereof listed in Tuesday after item (i) [or], (j), December 7 OR (K) of this paragraph S 3. Item (f) of paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law, as separately amended by chapter 108 of the laws of 1995 and chapter 600 of the laws of 2005, is amended to read as follows: (f) Southern tier, Deer, first Pistol, shotgun, EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
