BILL NUMBER:S4987 TITLE OF BILL: An act to amend the civil service law, in relation to temporary employee reporting PURPOSE: To allow for taxpayers to see the cost of employing temporary employees to perform the jobs of NYS employees. JUSTIFICATION: The use of temporary employees to perform the work of NYS employees has been increasing. Data released by the NYS Comptroller showed that between April 2008 and November 2009, NYS spent in excess of $62 million on contracts with temporary employees to fill vacant positions in various State agencies. The NYS Department of Health, for example, spent more than $13 million on temporary employees during this period. The release of an annual report will allow the public to see how much is being spent, and whether or not this practice has become an impediment to managing our State workforce efficiently. FISCAL IMPLICATIONS: To be determined.
