BILL NUMBER:S5033 TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to requiring drivers to stop for pedestrians on sidewalks and in crosswalks PURPOSE: Relates to requiring drivers to stop for pedestrians on sidewalks and in cross walks. SUMMARY OF PROVISIONS: All drivers of a vehicle must stop for any pedestrian on or approaching on any sidewalk extending across such alleyway, building entrance, road or driveway. All drivers shall stop for a pedestrian crossing a roadway within a crosswalk. However, pedestrians shall yield to all vehicles when crossing a roadway where a tunnel or overpass exists. JUSTIFICATION: This bill is being introduced in order to better protect crosswalk pedestrians within New York State. Each year numerous pedestrians are injured or killed while crossing legally from crosswalks. It has been found that the word YIELD does not permit residence the right away to cross safely. Requiring motor vehicles to STOP instead of YIELD will prevent pedestrian injuries and fatalities. LEGISLATIVE HISTORY: New bill. FISCAL IMPLICATIONS: None to the State.
