Provides that at a primary election, a voter, whose registration poll record is in the ledger as an unaffiliated registered voter, shall be granted the opportunity to vote in a single primary election of such voter's choice; directs the state board of elections to promulgate any necessary rules and regulations.

AN ACT to amend the election law, in relation  to  directing  the  state
  board  of  elections  to  implement  any necessary procedures allowing
  unaffiliated voters to vote in a primary

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  8-302 of the election law is amended by adding a
new subdivision 4-a to read as follows:
  4-A. AT A PRIMARY ELECTION, A VOTER, WHOSE REGISTRATION POLL RECORD IS
IN THE LEDGER AS AN UNAFFILIATED REGISTERED VOTER, SHALL BE GRANTED  THE
OPPORTUNITY TO VOTE IN A SINGLE PRIMARY ELECTION OF SUCH VOTER'S CHOICE.
  S  2. The state board of elections shall implement any rules and regu-
lations necessary to permit an unaffiliated, registered voter the oppor-
tunity to vote in a single primary election.
  S 3. This act shall take effect immediately.
