TITLE OF BILL: An act to amend the public authorities law, in relation to prohibiting bonuses for employees of public authorities
PURPOSE OR GENERAL IDEA OF BILL: The purpose of the bill is to remove the ability of public authorities to pay bonuses.
SUMMARY OF SPECIFIC PROVISIONS: Section One adds a section 2854 of the public authorities law that will now prohibit the payment of bonuses.
Section Two adds the effective date.
JUSTIFICATION: Recent newspaper articles have cited the practice by the New York Power Authority and other state authorities of paying bonuses on top of lucrative salaries and other perks. In a time of fiscal crisis State Authorities should not be authorizing bonuses.

NOTWITHSTANDING ANY PROVISION OF LAW, COMPENSATION PAID OR OTHERWISE PROVIDED TO EMPLOYEES OF STATE AUTHORITIES SHALL BE LIMITED TO SALARY AND BENEFITS COMPARABLE TO THOSE BENEFITS PROVIDED TO CIVIL SERVICE EMPLOYEES, AND, IF APPLICA- BLE, REIMBURSEMENT OF EXPENSES.
