TITLE OF BILL: An act to amend the public authorities law, in relation to expanding the Ogdensburg foreign trade zone
PURPOSE: To include all of St. Lawrence County within the Service Area of Foreign Trade Zone (FTZ) No. 118. By expanding the foreign trade zone, we are promoting St. Lawrence county businesses competitiveness by encouraging more companies to locate their US plants here. By being located in an FTZ, it levels the playing field and offsets customs advantages available to overseas producers who compete with our domestic industries. These businesses could then avoid tariffs and duties on raw materials and increase their exports of locally manufactured commodities.
SUMMARY: Section 1 amends chapter 759 of the laws of 1971 to operate and maintain a foreign trade zone on premises owned by such authority within the county of St. Lawrence.
Section 2 states that this act shall take effect immediately
JUSTIFICATION: This statutory designation would then allow the Ogdensburg Bridge and Port Authority to apply federally for the Foreign-Trade Zones Boards authority to serve sites located within the entire county.

LAWRENCE, pursuant to the provisions of such act, and if such application be granted, to accept such grant and to establish, operate and maintain such zone in accordance with law. S 2.
