AN ACT to direct the commissioner of transportation to examine, evaluate
  and report upon the unsafe use of bicycles on public highways

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. The commissioner of  transportation shall examine, evaluate
and make recommendations on the unsafe use of bicycles upon public high-
ways.  Such  commissioner  shall direct his or her attention to at least
the following:
  (a) the incidence of violations of the rules of the road, as specified
in the vehicle and traffic law, and local laws, ordinance and codes,  by
bicycle riders, on a statewide basis and by county;
  (b)  the  incidence  of  vehicular  accidents involving bicycles, on a
statewide basis and by county;
  (c) the number of vehicular accidents caused by bicycle riders,  on  a
statewide basis and by county;
  (d)  the  incidence  of  pedestrian accidents involving bicycles, on a
statewide basis and by county;
  (e) the number of pedestrian accidents caused by bicycle riders, on  a
statewide basis and by county;
  (f)  the incidence of property damage accidents involving bicycles, on
a statewide basis and by county;
  (g) the number of property damage accidents caused by bicycle  riders,
on a statewide basis and by county;
  (h)  the  number  of individuals suffering personal injury or death as
the result of vehicular accidents,  pedestrian  accidents  and  property
damage accidents involving bicycles, on a statewide basis and by county;
  (i) the incidence of bike lane violations by bicycle riders;
  (j)  the use of helmets by bicycle riders, on a statewide basis and by
county; and
