TITLE OF BILL:
An act
to authorize certain health care professionals licensed to practice in
other jurisdictions to practice in this state in connection with an
event sanctioned by Remote Area Medical; and providing for the repeal of
such provisions upon expiration thereof

PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this bill is to authorize certain health care
professionals licensed to practice in other jurisdictions to practice
in this state in connection with an event sanctioned by Remote Area
Medical.

SUMMARY OF SPECIFIC PROVISIONS:
The bill notwithstanding any inconsistent provision of the law allows
any person who is licensed to practitioner in designated fields the
ability to provide professional services without first being licensed
with title 8 of the education law. Services will only be provided
during the time period specified by Remote Area Medical.

JUSTIFICATION:
The access to high quality health care services is a concern of all
New Yorkers. Access to such services is severely limited for some
residents of this state due to high cost of medical procedures and
now with the cuts the medicare in New York State even more help is
needed in helping the lower and. middle class. The mobile health
clinic began in 1985 serving undeveloped countries and later rural
America. Remote Area Medical provides various medical services to
people who are unable to gain access. They have provided services in
New Orleans after Hurricane Katrina. California has implemented
similar legislation allowing Remote Area Medical access to its
citizens in need of care after their reduction in Medicaid services
for the poor and the noticeable increased deductibles and co-payments
that have recently been associated with employer-sponsored insurance
programs.

FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:
None.

EFFECTIVE DATE:
This act shall take effect immediately and shall expire and be deemed
repealed December 31, 2013.

 printed to be committed to the Committee on Health --  recommitted  to
 the  Committee  on  Health in accordance with Senate Rule 6, sec. 8 -
 committee discharged, bill amended, ordered reprinted as  amended  and
 recommitted to said committee
 AN  ACT to authorize certain health care professionals licensed to prac
 tice in other jurisdictions to practice in this  state  in  connection
 with an event sanctioned by Remote Area Medical; and providing for the
 repeal of such provisions upon expiration thereof
 

THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM
 BLY, DO ENACT AS FOLLOWS:

 

Section 1. Notwithstanding any  inconsistent  provision  of  law,  any
 person  who  is licensed to practice as a physician, physician's assist
 ant, massage therapist, physical therapist, chiropractor, dentist, opto
 metrist, nurse, nurse practitioner or podiatrist  in  another  state  or
 territory,  who  is  in good standing in such state or territory and who
 has been appointed  by  Remote  Area  Medical  to  provide  professional
 services  at  an  event in this state sanctioned by Remote Area Medical,
 may provide such professional services at a Remote Area  Medical  Clinic
 in New York City without first being licensed pursuant to the provisions
 of  title  8  of the education law. Such services shall be provided only
 during the time period of December 1 through December 31, 2013.
 

S 2. This act shall take effect immediately and shall  expire  and  be
 deemed repealed December 31, 2013.
