Memo

BILL NUMBER:S5417

TITLE OF BILL: An act to authorize the Sandy Creek Central School District to alienate and convey parkland to the Community Parks Association

PURPOSE: To authorize the Sandy Creek Central School District to alienate and convey some parkland to the Community Parks Association.

SUMMARY: Section 1 authorizes the Sandy Creek Central School District to transfer and convey some parklands to the Community Parks Association so long as it will be used for recreational purposes. Title to the land will be reverted to the county if the land ceases to be used for recreating.

Section 2 describes the geographical location of the parkland to be conveyed.

Section 3 provides an immediate effective date.

JUSTIFICATION: Through consolidation of several smaller school districts, the Sandy Creek Central School district obtained land separated from the school's campus. The Community Parks Association has expressed interest in spending their own funds to maintain it and turn the park into a community park, open to the public. As the land served no purpose to the Sandy Creek Central School District, the district's school board voted unanimously to transfer the care of the park to the Community Parks Association.

Current law requires this parkland transfer be done through State legislation.

This bill will allow the transfer of approximately 25 acres of parkland from the Sandy Creek Central School district to the Community Parks Association.

LEGISLATIVE HISTORY: New bill.

FISCAL IMPLICATIONS: None to the State. Cost savings to the School District will be realized as maintenance and care of the parkland will be continued by the Community Parks Association.

EFFECTIVE DATE: This act shall take effect immediately.
