TITLE OF BILL: An act to amend the highway law, in relation to designating a portion of the state highway system in the town of Tonawanda, county of Erie, as the "New York State Trooper Kevin P. Dobson, Sr. Memorial Bridge"

PURPOSE OR GENERAL IDEA OF BILL: The purpose of this bill is to memorialize the bridge on Interstate 290, which crosses New York State Route 425 as the "New York State Trooper Kevin P. Dobson, Sr. Memorial Bridge".

SUMMARY OF SPECIFIC PROVISIONS:

Section one of the bill adds a new section 343-yy to the Highway Law, which states that a portion of the state highway system will be designated as "New York State Trooper Kevin P. Dobson, Sr. Memorial Bridge".

Section two states that the commissioner of transportation shall provide further installation and maintenance of adequate signing of the state highway system as designated by section one of this act.

JUSTIFICATION: The purpose of this bill is to designate the 1-290 bridge overpass, crossing over New York Route 425 in Tonawanda, New York, as the "New York State Trooper Kevin P. Dobson, Sr. Memorial Bridge".

New York State Trooper Kevin Dobson, a 13-year veteran, was killed on the Youngman Highway in the Town of Tonawanda in March of 2011 in the line of duty. The accident came just three months after the state passed the "Move Over" law, which requires motorists to switch into the left lane when they see a law enforcement vehicle on the shoulder of a highway with its emergency lights activated. Trooper Kevin Dobson is remembered as a loving father and dedicated officer who was doing his duty to protect lives and our community.

Dobson, Sr. Memorial Bridge" THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The highway law is amended by adding a new section 343-yy to read as follows: S 343-YY. PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE "NEW YORK STATE TROOPER KEVIN P. DOBSON, SR. MEMORIAL BRIDGE". THE BRIDGE ON INTERSTATE TWO-HUNDRED NINETY WHICH CROSSES NEW YORK ROUTE FOUR HUNDRED TWENTY-FIVE IN THE TOWN OF TONAWANDA, COUNTY OF ERIE, THE "NEW YORK STATE TROOPER KEVIN P. DOBSON, SR. MEMORIAL BRIDGE". S 2. The commissioner of transportation shall provide for the instal- lation and maintenance of adequate signing of the state highway system as designated pursuant to section one of this act; provided that, to avoid any confusion and to limit any possible disruption of commerce, the designation called for pursuant to section one of this act shall be one of ceremonial nature and the official name of such bridge shall not be changed as a result of this act. S 3. This act shall take effect immediately.
