TITLE OF BILL: An act to amend the environmental conservation law, in relation to sportsman licenses for honorably discharged military veterans

PURPOSE OR GENERAL IDEA OF BILL: This legislation seeks to provide for a free lifetime sportsman license to an honorable discharged veteran having a forty percent or greater service-related disability.

SUMMARY OF SPECIFIC PROVISIONS: Section 1 of the bill amends Paragraphs a and j of subdivision 1 of section 11-0702 of the environmental conservation law, as amended by section 2 of part AA of Chapter 60 of the laws of 2011 to provide a free lifetime sportsman license and turkey permit for a person who has been honorably discharged from service in the Armed Forces of the United States and is certified as having a forty percent or greater service-related disability.

Section 2 of the bill amends Paragraphs a and j of subdivision 1 of section 11-0702 of the environmental conservation law, as amended by Chapter 507 of the laws of 2010 to provide a free lifetime sportsman license and turkey permit for a person who has been honorably discharged from service in the Armed Forces of the United States and is certified as having a forty percent or greater service-related disability.

Section 3 of the bill is the effective date.

JUSTIFICATION: Current New York Law allows veterans with a forty percent or greater service-related disability to purchase a sportsman license which is renewable every year for a five dollar fee. Many states including New Jersey, Pennsylvania, and Arizona offer lifetime disabled veterans hunting and fishing licenses free of charge. Offering our disabled veterans free hunting and fishing licenses without the need to renew every year is the least we can do to show our appreciate for the sacrifices they have made for our freedom.

EFFECTIVE DATE: This act shall take effect on the sixtieth day after it shall have become a law, provided that the amendments to paragraphs a and j of subdivision 1 of section 11-0702 of the environmental conservation law made by section one of this act shall be subject to the expiration and reversion of such subdivision pursuant to section 9 of part AA of chapter 60 of the laws of 2011, when upon such date the provisions of section two of this act shall take effect.
