AN ACT to amend the vehicle and traffic law, in  relation  to  expanding
  the  residential  parking system in the village of Cold Spring, county
  of Putnam

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1. Subdivision 2 of section 1640-h of the vehicle and traffic
law, as added by chapter 501 of the laws of 2003, is amended to read  as
follows:
  2.  Such  residential  parking  permit  system may only be established
within the area of the village consisting of the following  roadways  on
the west side of the metro north train station: Main Street, New Street,
West Street, Fish Street and Market Street AND ON THE FOLLOWING ROADWAYS
ON  THE  EAST  SIDE  OF  THE  METRO NORTH TRAIN STATION: FURNACE STREET,
GARDEN STREET,  HIGH  STREET,  KEMBLE  STREET,  RAILROAD  AVENUE,  STONE
STREET, ROCK STREET, CROSS STREET AND NORTHERN AVENUE.
  S 2. This act shall take effect immediately.

TITLE OF BILL:

An act to amend the vehicle and traffic law, in relation to expanding
the residential parking system in the village of Cold Spring, county
of Putnam

PURPOSE:

The purpose of this legislation is to expand the residential parking
system in the village of Cold Spring in Putnam County.

SUMMARY OF PROVISIONS:

Section 1. Subdivision 2 of section 1640-h of the vehicle and traffic
law is amended to add the specified roadways on the east side of the
metro north train station to the list of eligible streets for the
residential parking permit system.

Section 2. Establishes the immediate effective date.

JUSTIFICATION:

This legislation expands the residential parking permit system
currently in place in the Village of Cold Spring.

The area in which the village of Cold Spring would like to expand the
parking permit system is encompasses the hub of the business activity.
Within five blocks on Main Street, there are eight restaurants and two
cafes, as well as numerous antique stores and other retail shops. With
parking spaces taken up by commuters on the Metro North line, patrons
of the shops and restaurants have difficulty parking in the vicinity
of the businesses.

The village recognizes the impact the lack of parking has on the area
businesses and has requested an expansion of the parking permit system
to allow better access to the downtown area.

By expanding the current system to include the entire riverfront area,
residents and business owners will be satisfied, and the character of
the neighborhood will remain in tact.

EFFECTIVE DATE:

This act shall take effect immediately.
