BILL NUMBER:S5683 TITLE OF BILL: An act to remove from the Cornwall school library district service area that portion of the town of Woodbury, in the county of Orange, which is located within such district PURPOSE: This bill removes that portion of the town of Woodbury in the service area of the Cornwall school library district from such library service area. SUMMARY OF PROVISIONS: Section 1: removes that portion of the town of Woodbury in the service area of the Cornwall school library district from such library service area. Section 2: effective date JUSTIFICATION: Under current law, residents within the Town of Woodbury and the service area of the Cornwall school library district pay library taxes to support both the Town of Woodbury municipal library and the Cornwall school library district. This bill would end the double taxation issue for those residents that are now obligated to support two different libraries. This legislation was requested by the Town of Woodbury.

LARKIN -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to remove from the Cornwall school library district service area that portion of the town of Woodbury, in the county of Orange, which is located within such district THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding the terms of the resolution, enacted pursu- ant to section 255 of the education law, establishing the Cornwall school library district or the charter issued for such library district by the board of regents, pursuant to section 216 of the education law, no real property in the town of Woodbury, in the county of Orange, shall be deemed to be within the service area of such school library district. Under no circumstance shall the Cornwall central school district impose any library tax for the support of the Cornwall school library district upon any parcel of real property in the town of Woodbury. For all purposes, any real property removed from the service area of the Corn- wall school library district pursuant to this act shall be deemed to be within the service area of the town of Woodbury public library and shall be subject to taxation for the support of the town of Woodbury public library. S 2. This act shall take effect on the first of July next succeeding the date on which it shall have become a law.
