AN ACT to authorize the town of Thompson, in the county of Sullivan,  to
  establish  a  special  improvement  district  to be known as the "Lake
  Louise Marie dam improvement district"

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  (a)  Notwithstanding  any  other  provision of law to the
contrary, the town of Thompson, in the  county  of  Sullivan,  shall  be
authorized and enabled to establish a special improvement district to be
known as the "Lake Louise Marie dam improvement district". Such district
shall  be  established  in accordance with the provisions of articles 12
and 12-A of the town law for the establishment, funding and operation of
special improvement districts. In particular, and to the extent  practi-
cable,  the  Lake Louise Marie dam improvement district shall be subject
to the  provision  of  such  articles  which  are  applicable  to  water
districts.
  (b)  The  purpose  of  the  Lake Louise Marie dam improvement district
shall be to provide for the repair, reconstruction  and  maintenance  of
the Lake Louse Marie dam and spillway to prevent dam failure or breach.
  (c)  The  costs and expenses of the operation of the Lake Louise Marie
dam improvement district shall be  paid  through  the  levy  of  special
assessments upon all lots or parcels of land within such district either
in proportion to the benefit derived therefrom.
  (d)  The  town  of  Thompson and the Lake Louise Marie dam improvement
district are hereby authorized to issue bonds and notes pursuant to  the
provisions  of  the  local finance law applicable to special improvement
districts.
  S 2. Severability. If any provision of this  act  or  the  application
thereof  to any person or circumstance is adjudged invalid by a court of
competent jurisdiction, such judgment shall not  affect  or  impair  any
