BILL NUMBER:S5931 TITLE OF BILL: An act to amend the economic development law, in relation to including egg cryopreservation in the definition of scientific research and development PURPOSE: The purpose of this legislation is to allow a egg cryo-preservation facilities to grow and expand in the State and avail themselves of the economic development dollars necessary to grow. SUMMARY OF PROVISIONS: Section 1. § 352 (20) of the economic development law is amended by adding a new definition, egg storage facilities. Section 2. Effective Date. JUSTIFICATION: A woman's fertility declines fairly rapidly beginning in her early 30's. The chances of a nonhealthy baby also increase as she ages. SAVINO -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the economic development law, in relation to including egg cryopreservation in the definition of scientific research and development THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 20 of section 352 of the economic development law, as amended by section 1 of part K of chapter 59 of the laws of 2015, is amended to read as follows: 20. "Scientific research and development" means conducting research and experimental development in the physical, engineering, and life sciences, including but not limited to agriculture, electronics, envi- ronmental, biology, botany, biotechnology, computers, chemistry, food, fisheries, forests, geology, health, mathematics, medicine, EGG CRYO- PRESERVATION, oceanography, pharmacy, physics, veterinary, and other allied subjects. For the purposes of this article, scientific research and development does not include medical or veterinary laboratory test- ing facilities. S 2. This act shall take effect immediately.
