TITLE OF BILL: An act to amend a chapter of the laws of 2013, relating to authorizing the East Ramapo central school district to receive certain apportionments on an accelerated basis, as proposed in legislative bills numbers S. 5057-A and A. 7514, in relation to the 2013-2014 school year

PURPOSE:

To clarify that the temporary advisory committee established pursuant to a chapter of the laws of 2013 as proposed in legislative bills S.5057-A and A.7514 shall remain in effect for only the 13-14 school year.

SUMMARY OF PROVISIONS:

Provides that, for the 13-14 school year, before the expenditure of funds received pursuant to the lottery spin-up the superintendent of the East Ramapo central school district shall appoint a temporary district based advisory team in the 13-14 school year to develop a comprehensive expenditure plan of such funds in this first year.

JUSTIFICATION:

This bill would clarify that the temporary advisory committee will develop a comprehensive expenditure plan only in the 13-14 school year.

EFFECTIVE DATE:

CARLUCCI -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend a chapter of the laws of 2013, relating to authorizing the East Ramapo central school district to receive certain apportion- ments on an accelerated basis, as proposed in legislative bills numbers S. 5057-A and A. 7514, in relation to the 2013-2014 school year THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision a of section 2 of a chapter of the laws of 2013, relating to authorizing the East Ramapo central school district to receive certain apportionments on an accelerated basis, as proposed in legislative bills numbers S. 5057-A and A. 7514, is amended to read as follows: a. Before the expenditure of funds received pursuant to the apportion- ment under section one of this act FOR THE 2013-2014 SCHOOL YEAR ONLY, the superintendent of such district shall appoint a temporary district- based advisory team IN THIS FIRST YEAR to develop a comprehensive expenditure plan for such funds. The district-based advisory team shall consist of the superintendent of schools of the East Ramapo central school district or his or her designee, a member of the school board of such district, a teacher employed in a public school selected by the bargaining unit representing teachers in such district, an administrator employed in a public school selected by the bargaining unit representing administrators in such district, and a parent of a student attending a public school within such district selected by the East Ramapo parent teachers association council. S 2. This act shall take effect on the same date and in the same manner as a chapter of the laws of 2013 relating to authorizing the East Ramapo central school district to receive certain apportionments on an accelerated basis, as proposed in legislative bills numbers S. 5057-A and A. 7514, takes effect.
