BILL NUMBER:S6011 TITLE OF BILL: An act authorizing the increase of tax on city taxable income to fund universal pre-kindergarten and after-school programs PURPOSE: Funding of pre-kindergarten and after-school programs. SUMMARY OF PROVISIONS: Cities of one million or more may increase city taxable income by up to 75% to fund universal pre-kindergarten and after-school programs for students of such city. JUSTIFICATION: Studies show that students who attend pre-kindergarten and after school programs are less likely to be left backs more likely to graduate and earn a livable wage. Universal Pre-K is necessary to close the achievement gap and translates into the best economic stimulus program by investing in our students. LEGISLATIVE HISTORY: None.

ESPAILLAT -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT authorizing the increase of tax on city taxable income to fund universal pre-kindergarten and after-school programs THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. A city with a population of one million or more may by local law increase the tax on the city taxable income of every city resident individual, estate and trust by .75 percent where the city taxable income is over $500,000. S 2. The increase in tax authorized by section one of this act shall be used to fund universal pre-kindergarten and after-school programs for students of such city. S 3.
