AN  ACT  authorizing  the increase of tax on city taxable income to fund
  universal pre-kindergarten and after-school programs

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  A  city  with  a population of one million or more may by
local law increase the tax on the city  taxable  income  of  every  city
resident  individual,  estate  and  trust  by .75 percent where the city
taxable income is over $500,000.
  S 2. The increase in tax authorized by section one of this  act  shall
be used to fund universal pre-kindergarten and after-school programs for
students of such city.
  S 3. This act shall take effect immediately.
