AN  ACT  to  amend  domestic  relations  law, in relation to individuals
  conducting the solemnization of marriages

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  Section  11  of  the domestic relations law is amended by
adding a new subdivision 3-a to read as follows:
  3-A. AN INDIVIDUAL REGISTERING AS AN OFFICIANT WITH THE  SECRETARY  OF
STATE.  SUCH  INDIVIDUAL SHALL UNDERGO AN APPLICATION PROCESS, AS ESTAB-
LISHED BY THE SECRETARY OF STATE. THE FEE FOR SUCH REGISTRATION SHALL BE
ONE HUNDRED DOLLARS, WHICH SHALL BE DEPOSITED INTO  THE  AWARENESS  FUND
ESTABLISHED  BY  SECTION  NINETY-SEVEN-YYY  OF THE STATE FINANCE LAW, AS
ADDED BY CHAPTER SIX HUNDRED THIRTY-FOUR OF THE  LAWS  OF  TWO  THOUSAND
TWO.
  S  2.  This  act shall take effect on the thirtieth day after it shall
have become a law; provided that the secretary of state is authorized to
promulgate any and all rules and regulations and take any other measures
necessary to implement this act on its effective date, on or before such
date.
