TITLE OF BILL: An act to amend chapter 510 of the laws of 2013, authorizing the city of Middletown to enter into a contract to sell or pledge as collateral for a loan some or all of the delinquent liens held by such city to a private party or engage a private party to collect some or all of the delinquent tax liens held by it, in relation to the effectiveness thereof

PURPOSE:

To provide a sunset for the authorization of the City of Middletown to sell, or pledge as collateral for a loan, some or all of the delinquent tax liens they hold.

SUMMARY OF SPECIFIC PROVISIONS:

Section 1: Amends section 3 of Chapter 510 of the laws of 2013 to provide that such act shall expire and be deemed repealed on and after December 31, 2015.

Section 2: Effective date.

JUSTIFICATION:

Chapter 510 of the laws of 2013 provided the authorization for the City of Middletown to sell, or pledge as collateral for a loan, some or all of the delinquent tax liens they hold. This legislation would create a sunset for that authority.

EFFECTIVE DATE:

This act shall take effect immediately and shall be deemed to have been in full force and effect on and after the date on which Chapter 510 of the Laws of 2013, took effect.

BONACIC -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend chapter 510 of the laws of 2013, authorizing the city of Middletown to enter into a contract to sell or pledge as collateral for a loan some or all of the delinquent liens held by such city to a private party or engage a private party to collect some or all of the delinquent tax liens held by it, in relation to the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 3 of chapter 510 of the laws of 2013, authorizing the city of Middletown to enter into a contract to sell or pledge as collateral for a loan some or all of the delinquent liens held by such city to a private party or engage a private party to collect some or all of the delinquent tax liens held by it, is amended to read as follows: S 3. This act shall take effect immediately AND SHALL EXPIRE AND BE DEEMED REPEALED ON AND AFTER DECEMBER 31, 2015. S 2. This act shall take effect immediately and shall be deemed to have been in full force and effect on and after the date on which chap- ter 510 of the laws of 2013, took effect.
