BILL NUMBER:S6343 TITLE OF BILL: An act to amend the executive law, in relation to the performance of a study regarding homeless women who are veterans in the state of New York PURPOSE OR GENERAL IDEA OF BILL: To address the alarming trend of homeless women who happen to be veteran and mothers. SUMMARY OF SPECIFIC PROVISIONS: Section 1. Amends section 501 of the executive law by adding new subdivision 17 to perform a study and analysis to determine the amount of homeless women in New York State who are veterans. It will also determine the number of offspring of the veterans and current placement. Once the study is completed a written report will be delivered to the governor and the legislature. JUSTIFICATION: According to the Department of Veteran Affairs, there are an estimated 6,500 homeless female Veterans in America today, double the number a decade ago. Women veterans are also 4 times more likely than their male counterparts to end up homeless. About 3,000 of these veterans could not access shelter and one-third had some sort of disability. These statistics are alarming and become even more distressing when you take into account that many of these women have children. The study and analysis will gather information on the number of homeless female veterans in New York and how many of them have children. Homeless female veterans who are single mothers have a tough time finding adequate shelter, daycare services, and finding gainful employment. The outcome from this study should produce recommendations and solutions to combat this growing problem among women who have served our country. PRIOR LEGISLATIVE HISTORY: New Bill. FISCAL IMPLICATIONS: Unknown. EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the executive law, in relation to the performance of a study regarding homeless women who are veterans in the state of New York
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1.
Section 501 of the executive law is amended by adding a new subdivision 17 to read as follows:
17. TO PERFORM A STUDY AND ANALYSIS TO DETERMINE THE AMOUNT OF HOME LESS WOMEN IN NEW YORK STATE WHO ARE VETERANS AS DEFINED IN SUBDIVISION THREE OF SECTION THREE HUNDRED FIFTY OF THIS CHAPTER AND TO DETERMINE THE NUMBER OF OFFSPRING OF SUCH VETERANS AS WELL AS THE CURRENT PLACE MENT OF SUCH OFFSPRING. SUCH STUDY AND ANALYSIS SHALL BE COMPLETED AND A WRITTEN REPORT DELIVERED TO THE GOVERNOR, THE LEGISLATURE AND THE DIVI SION OF VETERANS' AFFAIRS WITHIN TWO YEARS AFTER THE EFFECTIVE DATE OF THIS SUBDIVISION.
