S6366-2011 Memo
BILL NUMBER:S6366 TITLE OF BILL: An act to amend the general municipal law, in relation to the regulation of taxicabs and limousines in Suffolk county PURPOSE: This legislation would allow the County of Suffolk to adopt ordinances regulating the registration of taxicabs and limousines. SUMMARY OF PROVISIONS: Subdivision 1 of section 181 of the general municipal law , as amended by Chapter 430 of the Laws of 2003 is amended to allow Suffolk County to adopt local ordinances regulating the registration of taxicabs and limousines. JUSTIFICATION: Chapter 549 of the Laws of 2006 requires any taxi or limousine company to be licensed with the City of New York in order to pre-arrange pick-ups and drop-offs in New York City. Licensing requires that companies meet strict criteria, including a ten fleet minimum. Current law puts smaller limousine and taxi companies in neighboring counties at a disadvantage, as they are unable to schedule pre-arranged trips to New York City. This legislation would allow Suffolk County to set its own standards and practices with regard to the registration of taxicabs and limousines. LEGISLATIVE HISTORY: 2007-08: S.7709 FISCAL IMPLICATIONS: None to the State. EFFECTIVE DATE: Immediately.
