BILL NUMBER:S6450 TITLE OF BILL: An act to amend the public authorities law, in relation to providing for the financing and construction of capital facilities for the Guilderland Public Library PURPOSE OR GENERAL IDEA OF BILL: To enable the Guilderland Public Library to bond through the Dormitory Authority for an upcoming capital project to expand and renovate the library. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends paragraph (b) of subdivision 2 of section 1676 of the public authorities law is amended by adding a new undesignated subparagraph to include the Guilderland Public Library. Section 2 amends subdivision 1 of section 1680 of the public authorities law by adding a new undesignated paragraph to include the Guilderland Public Library. Section 3 provides that any contracts entered into by the Dormitory Authority pursuant to this act shall be deemed to be state contracts. Section 4 provides that this act shall take effect immediately. JUSTIFICATION: The Guilderland Public Library is hoping to expand and renovate the library and add additional space for their children and teens. They would also like to add a Local History Center that will allow their residents to research local and family history as well as providing additional space for their very successful and well attended public programs. Inclusion with the funding apparatus of the Dormitory Authority will significantly enhance the organization's ability to ensure its goals. PRIOR LEGISLATIVE HISTORY: New bill. FISCAL IMPLICATIONS: None to the state. EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the public authorities law, in relation to providing for the financing and construction of capital facilities for the Guilder land Public Library
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. Paragraph (b) of subdivision 2 of section 1676 of the public authorities law is amended by adding a new undesignated paragraph to read as follows:
GUILDERLAND PUBLIC LIBRARY.
S 2. Subdivision 1 of section 1680 of the public authorities law is amended by adding a new undesignated paragraph to read as follows:
GUILDERLAND PUBLIC LIBRARY.
S 3. Any contracts entered into by the dormitory authority pursuant to this act shall be deemed state contracts within the meaning of that term as set forth in article 15-A of the executive law, and the authority shall be deemed, for purposes of this act, a contracting agency as that term is used in article 15-A of the executive law.
