TITLE OF BILL: An act to amend the general municipal law and the vehicle and traffic law, in relation to authorizing the county of Rockland to regulate the registration and licensing of taxicabs, limousines, and livery vehicles
PURPOSE: This legislation would grant Rockland County the power to adopt local laws or ordinances regulating taxicabs, limousines, and livery vehicles.
SUMMARY OF PROVISIONS: This bill amends section 181 of the General Municipal Law and section 498 of the Vehicle and Traffic Law.
JUSTIFICATION: This legislation would correct the inequity of the current system that prohibits taxicabs, limousines, and livery vehicles from Rockland County to operate in other jurisdictions but allows these vehicles from other jurisdictions to operate in Rockland County. This legislation would also protect licensed Rockland County taxicabs, limousines, and livery vehicles from being required to be licensed in other licensing jurisdictions, provided that the county adheres to the "reciprocity" standards currently existing in the Vehicle and Traffic Law. Additionally, licensed taxicabs, limousines, and livery vehicles in other authorized jurisdictions would not be required to be licensed in Rockland County provided that they are licensed in jurisdictions adhering to the same "reciprocity" standards. This will allow a vehicle licensed in Rockland County to either pick up or drop off a passenger in another licensed jurisdiction without being separately licensed by such other jurisdiction. It will not authorize such vehicle to perform point-to-point services within such other licensed jurisdiction without being licensed by such other jurisdiction.

S 2. Paragraph b of subdivision 1 of section 498 of the vehicle and traffic law, as added by chapter 549 of the laws of 2006, is amended to read as follows: b. "Licensing jurisdiction" shall mean a city with a population of one million or more, or a county within New York state contiguous to such city OR THE COUNTY OF ROCKLAND, that requires the issuance of a license, permit, registration, certification or other approval for a vehicle to perform the pre-arranged pick up or drop off of one or more passengers in such jurisdiction for compensation.
