TITLE OF BILL: An act to amend chapter 218 of the laws of 2009 amending the tax law relating to authorizing the county of Greene to impose an additional mortgage recording tax, in relation to extending the effectiveness thereof

PURPOSE: To extend the municipal home to allow the extension of mortgage recording costs

SUMMARY OF PROVISIONS:

Section 1 amends Section 2 of chapter 218 of the laws of 2009 to authorize Greene County to impose an additional mortgage recording tax

Section 2 includes effective date

JUSTIFICATION: Current state legislation allowing Greene County to impose a 0.5% additional mortgage recording tax will expire effective December 1, 2014. If this were to happen, Greene County would be faced with a devastating tax revenue loss which would no doubt result in a drastic decrease in services, coupled with the elimination of more jobs.

In this economy, the County can benefit from any and all revenue available - this increase would certainly aid their financial benefit.

LEGISLATIVE HISTORY: 2014: New bill.

FISCAL IMPLICATIONS: None anticipated.

EFFECTIVE DATE: This act shall take effect on the sixtieth day after it shall have become a law and shall expire and be deemed repealed December 1, 2016.

TKACZYK -- read twice and ordered printed, and when printed to be committed to the Committee on Investigations and Govern- ment Operations AN ACT to amend chapter 218 of the laws of 2009 amending the tax law relating to authorizing the county of Greene to impose an additional mortgage recording tax, in relation to extending the effectiveness thereof THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 2 of chapter 218 of the laws of 2009 amending the tax law relating to authorizing the county of Greene to impose an addi- tional mortgage recording tax, as amended by chapter 206 of the laws of 2012, is amended to read as follows: S 2. This act shall take effect on the sixtieth day after it shall have become a law and shall expire and be deemed repealed December 1, [2014] 2016. S 2. This act shall take effect immediately.
