BILL NUMBER:S6526 TITLE OF BILL: An act to amend the navigation law, in relation to rates for pilotage on Long Island Sound and Block Island Sound PURPOSE: The bill establishes a new system of pilotage fees for the Long Island Sound and Block Island Sound. SUMMARY OF PROVISIONS: Section 1 of the bill amends section 89-b of the navigation law to establish a new system of pilotage fees for Long Island Sound and Block Island Sound. The section establishes a three-year schedule of pilotage rates as follows: effective upon enactment - $8.19 per pilotage unit; one year from effective date - $8.52 per pilotage unit; and, two years from effective date - $8.86 per pilotage unit. JUSTIFICATION: This legislation would adjust the pilotage rates for foreign trade vessels entering and leaving the Long Island-Block Island Sound for the first time since 2007. In order to fairly compensate pilots at Long Island and Block island Sound ports, this bill would establish a three year schedule for an increase in pilotage fees. Merchant ships entering the Long Island and Block Island Sounds are required by law to take aboard a local pilot to direct the vessel's movement and docking. Connecticut and New York share authority to regu- late pilotage and a 1999 memorandum of agreement was established for licensed pilots to participate in a joint rotation of the pilots. The legislation is based upon the recommendation of the Connecticut Pilot Commission. The Commission believes the rate structure should fairly compensate pilots, justify the substantial capital investment required to acquire and maintain pilots' boats and to provide training costs. LEGISLATIVE HISTORY: New Bill. FISCAL IMPLICATIONS: None. EFFECTIVE DATE: This act shall take effect immediately.

AN ACT to amend the navigation law, in relation to rates for pilotage on
Long Island Sound and Block Island Sound
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subparagraph 1 of paragraph b of subdivision 4 of section
89-b of the navigation law, as amended by chapter 339 of the laws of
2007, is amended to read as follows:
(1) Upon the effective date of this paragraph and thereafter:
All vessels shall pay [seven] EIGHT dollars AND NINETEEN CENTS per
pilotage unit; upon one year after the effective date of [a] THE chapter
of the laws of two thousand [seven] TWELVE that amended this subpara-
graph and thereafter, all vessels shall pay [seven] EIGHT dollars and
[forty-two] FIFTY-TWO cents per pilotage unit; and, upon two years after
the effective date of [a] THE chapter of the laws of two thousand
[seven] TWELVE that amended this subparagraph and thereafter, all
vessels shall pay [seven] EIGHT dollars and [eighty-seven] EIGHT-SIX
cents per pilotage unit.
S 2. This act shall take effect immediately.
