TITLE OF BILL: An act to amend the executive law, in relation to providing for an increase in the rates of compensation for gold star parents
PURPOSE: To provide for an annual increase in the rate of compensation for Gold Star Parents.
SUMMARY OF PROVISIONS: Amends paragraph (a) of subdivision I of section 367 of the executive law to allow for an increase of the annual annuity payment of Gold Star Parents by the same percentage as benefit amounts payable under title II of the Social Security Act (42 USC 401 et seq.) effective December first, two thousand fourteen.
EXISTING LAW: A Gold Star Parent shall be paid an annual annuity for the sum of five hundred dollars. There is no provision for a cost of living increase.
JUSTIFICATION: The Gold Star annuity is a special income-eligible annuity for parents that have lost a son or daughter in the armed services during a time of war. It is recognition of the emotional loss and of the financial implications to parents of the deceased, as there are many instances in which the deceased contributed to the financial well-being of his or her parents. Since its implementation in 2008, the Gold Star Parent Annuity has not been increased. As inflation and other economic factors cause prices to rise, the support we give to the parents of those who died serving this country should not fall behind. Thus, this Legislature has an obligation to allow the Gold Star Parent Annuity to increase by the same annual cost of living adjustment that the federal government provides in veterans' benefits.
