Memo

BILL NUMBER:S6701

TITLE OF BILL: An act to amend the civil service law, in relation to authorizing the transfer of police officers of the parks department of the county of Suffolk to the police department of such county without examination

PURPOSE: To enable the transfer of now existing Suffolk County Parks Police Officers Levels I-IV to the position of Suffolk County Police Officers without examination.

SUMMARY OF PROVISIONS:

Section 1 amends subdivision one of section 70 of Article V of the Civil Service law to add subdivision (7).

Section 2 amends section 70 of Article V of the Civil Service Law to add a new subdivision (7), providing for the one-time transfer of now existing Parks Police Officers Levels I-IV subject to a negotiated agreement with the police union.

JUSTIFICATION: Suffolk County currently maintains Park Police Officers on an annual basis to provide protection for the County's parks. This bill would authorize Suffolk County, subject to an agreement negotiated with the Police Benevolent Association, to transfer the present park officers to the Suffolk County Police Department. Park rangers and park security guards would then be employed on a seasonal basis in the parks. Suffolk County expects to realize savings of two million dollars per year.

LEGISLATIVE HISTORY: New bill

FISCAL IMPLICATIONS: None to the State.

EFFECTIVE DATE: Immediately.
