AN  ACT  authorizing  the  Village of Norwood to enter into a lease with
  Clarkson University

  THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section  1.  The  village  of  Norwood,  located  in the county of St.
Lawrence, is hereby authorized, acting by and through its village  board
and  upon  such  terms  and  conditions  as determined by such board, to
discontinue the use of certain municipally owned  waterfront  park  land
and  to  lease for a term not to exceed twenty-five years the waterfront
park lands which are more particularly described  in  section  three  of
this  act  to  Clarkson  University for the purpose of conducting rowing
activities.
  S 2. The authorization provided in section one of this  act  shall  be
effective  only  upon the condition that the village of Norwood dedicate
an amount equal to or greater than the fair market value of the lease of
the waterfront park land described in section three of this act for  the
acquisition  of  additional  waterfront  park  land  and/or  for capital
improvements to existing waterfront park and recreational facilities.
  S 3. The waterfront park land authorized to be leased by  section  one
of this act are more particularly described as follows:
  All that tract or parcel of land situate in the Town of Potsdam, Coun-
ty  of  St.  Lawrence  and State of New York, being part of described as
follows:
  Beginning at a point in the Village of Norwood Recreation  Park,  said
point being located approximately North 10 degrees 04 minutes 29 seconds
West a distance of 389.15 feet from an iron pipe found at the northeast-
erly corner of a parcel of land as conveyed by the Village of Norwood to
Karl  Cuthbert  and Lillian Cuthbert by deed dated December 12, 1984 and
