BILL NUMBER:S6802 TITLE OF BILL: An act to amend the public authorities law, in relation to the construction of facilities by the dormitory authority for Mercy Flight Central, Inc., of Central New York PURPOSE OF THE BILL: This legislation would permit the Dormitory Authority to provide financ- ing to Mercy Flight Central, Inc., of Central New York for equipment and construction of facilities. SUMMARY OF SPECIFIC PROVISIONS: Sections 1 and 2: Amend Sections 1676 and 1680 of the Public Authorities Law by adding Mercy Flight Central, Inc., of Central New York, to the Dormitory Authority's enabling act. Section 4 contains the effective date. JUSTIFICATION: Mercy Flight Central, Inc. of Central New York is a community-based not-for-profit emergency air-medical corporation that has served resi- dents of New York State and beyond since 1992 with base locations in Canandaigua and Marcellus. Mercy Flight is an independent operation not affiliated with any hospital and provides air-medical demands in the Central New York Region. Access to Dormitory Authority financing will

NOZZOLIO -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend the public authorities law, in relation to the construction of facilities by the dormitory authority for Mercy Flight Central, Inc., of Central New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Paragraph (b) of subdivision 2 of section 1676 of the public authorities law is amended by adding a new undesignated paragraph to read as follows: MERCY FLIGHT CENTRAL, INC., OF CENTRAL NEW YORK, FOR THE FINANCING AND/OR REFINANCING OF EQUIPMENT OR THE ACQUISITION, CONSTRUCTION, RECON- STRUCTION, DEVELOPMENT, IMPROVEMENT, EXPANSION AND/OR EQUIPPING OF A FACILITY OR FACILITIES AND NECESSARY ANCILLARY AND RELATED FACILITIES. S 2. Subdivision 1 of section 1680 of the public authorities law is amended by adding a new undesignated paragraph to read as follows: MERCY FLIGHT CENTRAL, INC., OF CENTRAL NEW YORK, FOR THE FINANCING AND/OR REFINANCING OF EQUIPMENT OR THE ACQUISITION, CONSTRUCTION, RECON- STRUCTION, DEVELOPMENT, IMPROVEMENT, EXPANSION AND/OR EQUIPPING OF A FACILITY OR FACILITIES AND NECESSARY ANCILLARY AND RELATED FACILITIES. S 3. Any contracts entered into by the dormitory authority pursuant to this act shall be deemed state contracts within the meaning of that term as set forth in article 15-A of the executive law, and Mercy Flight Central, Inc., of Central New York shall be deemed, for purposes of this act, a contracting agency as that term is used in such article.
