TITLE OF BILL: An act to amend the environmental conservation law, in relation to authorizing the hunting of big game in the county of Albany with pistols, rifles, shotguns, crossbows and long bows
PURPOSE OR GENERAL IDEA OF BILL: Authorizes big game hunting in Albany County with a pistol, rifle, shotgun, crossbow or long bow.
SUMMARY OF SPECIFIC PROVISIONS: Section 1. Items (d) and (e) of paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law, as amended by section 11 of chapter 483 of the laws of 2012, are amended to read as follows: (d) Eastern region, Deer, first Monday, Pistol, shotgun, except Albany, after November 15 crossbow.
JUSTIFICATION: It is currently legal to hunt big game in Albany County with shotgun, muzzleloader, bow and pistol, but not with rifles. This pertains to all areas of the county except Wildlife Management Unit 4J is archery only and encompasses the City of Albany and adjacent populated and suburban areas.
Advances in shooting technology with regards to shotguns, including the use of rifled shotgun barrels and specialized ammunition, have given shotguns ballistic characteristics similar to that of rifles.

EFFECTIVE DATE: This act shall take effect immediately.

This act shall take effect immediately, provided that the amend- ments to paragraph a of subdivision 2 of section 11-0907 of the environ- mental conservation law made by section one of this act shall be subject to the expiration and reversion of such paragraph pursuant to section 13 of chapter 600 of the laws of 1993, as amended, when upon such date the provisions of section two of this act shall take effect; provided further, that the amendments to paragraph a of subdivision 2 of section 11-0907 of the environmental conservation law made by section two of this act shall be subject to the expiration and reversion of such para- graph pursuant to section 17 of chapter 483 of the laws of 2010, as amended, when upon such date the provisions of section three of this act shall take effect.
