AN ACT in relation to  candidates  for  certificates  in  the  classroom
  teaching service

  THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:

  Section 1. 1. No candidate for a certificate in the classroom teaching
service shall be  required  to  have  achieved  satisfactory  levels  of
performance  on  the edTPA portion of the New York State teacher certif-
icate examinations until July 1, 2015.
  2. For candidates that have not received an initial certificate in the
classroom teaching service  by  April  30,  2014,  the  state  education
department shall require that such candidate achieve satisfactory levels
of  performance  on  the elementary and secondary assessment of teaching
skills-written  test;  academic  literary  skills  test;  educating  all
students  test;  and  the  content  specialty  test.  Provided  that the
requirements of this subdivision shall not apply after July 1, 2015.
  3. Any candidate for a certificate in the classroom  teaching  service
that has achieved a satisfactory level of performance on the edTPA shall
be  deemed  to have met the requirements of the elementary and secondary
assessment of teaching skills-written test pursuant to  subdivision  two
of this section.
  4.  The  state education department is authorized and required to take
all necessary actions to expeditiously establish new test dates for  the
elementary and secondary assessment of teaching skills-written test.
  S  2.  This  act  shall take effect immediately and shall be deemed to
have been in full force and effect on and after April 1, 2014.
