TITLE OF BILL: An act to authorize Vernon C. Manley to be granted eligibility for health insurance in the New York state health benefit plan
PURPOSE OR GENERAL IDEA OF BILL: This bill would authorize Vernon C. Manley to be granted eligibility for health insurance in New York state health benefit plan based on his combined total of 31.5 years of service.
SUMMARY OF SPECIFIC PROVISIONS: Section 1. Vernon C. Manley is deemed to have met the continuous service eligibility requirements for participation in the New York state health benefit plan in accordance with article 11 of the civil service law, if on or before December 31, 2012, he shall file a written request to that effect with the president of the civil service commission.
JUSTIFICATION: Vernon C. Manley was employed as a commissioner of the New York state parole board from September 1, 1999 through July 2006, and had served 25 years of continuous service with various agencies in the city of new York prior to his state employment, for a combined total of 31.5 years in public service.

EFFECTIVE DATE: This act shall take effect immediately.

Notwithstanding any other provision of law to the contrary, Vernon C. Manley, who was employed as a commissioner of the New York state parole board from September 1, 1999 through July 9, 2006, who had 25 years of continuous service with various agencies of the city of New York, a public employer, immediately prior to his state employment, for a combined total of 31.5 years in public service and who retired upon completion of his employment with the New York state parole board, shall be deemed to have met the continuous service eligibility requirement for participation in the New York state health benefit plan in accordance with article 11 of the civil service law, if on or before December 31, 2012, he shall file a written request to that effect with the president of the civil service commission.
